Nobody has maxed hero title (associated with fame), or honestly become even remotely close.

Maxing this title as a farm is not possible.

Ahh, I meant generally as a farm, aka paying for the title. Achievement is possible, but still... very improbable for over 99.9% of the GW community. I expect we will only see a handful by the release of GW2.
